To a large microwave-safe bowl, add the mini marshmallows and 1 ¼ cups of heavy cream. Microwave in 1-minute intervals, whisking after each interval, until melted and smooth (about 3-5 minutes total).
Add the chocolate chips to the hot marshmallow mixture. Whisk until fully melted and smooth. Let the mixture cool at room temperature for 5 minutes.
In a separate mixing bowl, use an electric hand mixer to beat the remaining 1 ¼ cups of heavy cream until medium-soft peaks form. (Medium-soft peaks hold their shape but have a slight curve at the tip when the beaters are lifted.)
Add half of the whipped cream to the cooled chocolate mixture. Whisk until fully combined.
Gently fold in the remaining whipped cream until the mixture is light and airy.
Divide the mousse evenly among 4 dessert glasses. Refrigerate for at least 1 hour, or until set.
Before serving, garnish with grated chocolate and fresh strawberries.
